Authority to Alter (A2A)

Good news for fire alarm and security system installers

 

Ever had difficulty installing a mode 3 socket for a fire alarm or security system in a residential home or small office?  Well Telstra has made provisions for registered cablers to install a mode 3 socket on the carrier side of the first socket in certain circumstances.

Telstra has issued a specification, 012882, to authorise registered cabling providers to alter certain Telstra facilities in residential dwellings under specified conditions. Telstra Specification 012882 only applies where the network boundary point is the first outlet. This includes small business premises having the same cabling characteristics as a normal home. Authorised alterations are generally limited to the cabling inside the building.

The acronym A2A stands for Authority to Alter and is used to describe Telstra's specification entitled Alteration of Telstra facilities in Residential Buildings ? Information for cabling providers. Because Telstra is responsible for maintaining service to the first outlet (ie. to the network boundary point, which remains at the first outlet under A2A), Telstra requires the cabling provider to maintain Telstra?s cabling standards up to, and including, the first outlet by using only Telstra-approved products and Telstra-approved cabling practices.

The authorised activities that allow security cabling providers to alter the lead in after the building entry point and on the carrier side of the first existing socket are listed in section 3.3 (b), (e) and (f).  The diagrams that show fire alarm and security cablers how to alter cabling to suit their needs are contained in section 8.4 and 8.5.

SpamMATTERS ? What is it?

 

SpamMATTERS is a free system designed to report spam to the Australian Communications and Media Authority (ACMA). ACMA is responsible for enforcing Australia's anti-spam law, the Spam Act 2003. 

 

Once email users have installed the SpamMATTERS button (a ?plug-in? to either Microsoft Outlook or Microsoft Outlook Express), they can simultaneously delete spam and report it to ACMA with just one keystroke or click of their mouse. Spam reported using the tool will aid ACMA?s forensic analysis of spam and ability to track down spammers. These reports will enable ACMA to take enforcement action against Australian spammers and advise overseas countries of spammers operating in their jurisdiction. ACMA is making the SpamMATTERS button available to all Australian citizens and residents of Australia and its territories.

  Proposed Skills Maintenance Program (SMP)

Click here to download the SMP document that was presented for comment late last year.

The code seeks to put in place consistent, industry-wide arrangements for the recognition of  cablers, who participate in a voluntary SMP.

As at July 2006, there are still some legal and assessor role responsibility issues under consideration by ACMA that are holding up further activity.
